On the 4th generation Apple. TV the IR sensor was located about ½ inch to the left of the LED on the box’s front side. Through experimentation I found that it has been moved on the 4K Apple, and tv. The new location is about 1″ in from the left side edge of the box on the front. Hope this helps someone else save some time.

It says that the 4 dots in a line in the lower left are the IR sensor. Yes the old remote works just fine with the 4k Apple TV, I suspect the sensor is at the front, it would be kinda silly if it were anywhere else.

As a sidebar, for anyone with a 5th gen Apple TV 4K, they now appear to have moved the IR receiver to the opposite end of the bezel, so this info is only correct for 4th Gen.
