The Kashin Koji guy most likely is a vat grown clone of Jiraiya created by Kara. Kashin Koji certainly does look like Jiraiya, has the Rasengan like Jiraiya and has the capability of summoning toads like Jiraiya but he certainly isn’t Jiraiya.
