You receive new texts in your default text messaging app. If you have the Google Voice app installed, you also get text messages there. To stop getting two notifications, turn off Google Voice text forwarding. Then you’ll only get texts in the Google Voice app.

Does Google Voice use data or text messages?
Messages in the Google Voice app are sent with data, not with your text messaging plan. Standard data limits and rates apply, based on your plan with your carrier.
It’s an inconvenient kluge, but it works . First, log into Google Voice and configure it to forward text messages to your cell phone. When someone sends a text message to your Google Voice number, you’ll receive the text on your phone–but not from the recipient’s phone number.

There is one exception: you can use Google’s Hangouts app to send and receive text messages using your Voice number (and only your Voice number; Hangouts stopped being a general SMS app back in 2017).
Why is Google Voice blocking my text messages?
As for why carriers block these messages, it’s probably because they find Google Voice numbers somewhat shady and they’d like to minimize the spam calls and messages for their customers. While Google Voice is putting an end to forwarding messages to your phone numbers, you’ll still be able to send a copy of your messages to your email addresses.
Your Google Voice account may be temporarily blocked from calling or sending messages. If this happens, please wait 24 hours and try again. If you repeat the same behavior, or if the initial behavior requires immediate intervention, your account will be suspended.
Why can’t I send more than one message on Google Voice?
If you send many text messages in a short period, or recipients mark your messages as spam, Voice may temporarily restrict you from sending more messages. Due to carrier limitations and to protect against spam, Google Voice messaging is intended only for 1:1, personal conversations.
Is it possible to get a copy of your Google Voice messages?
It was great to be able to receive a copy of your Google Voice messages on your actual phone numbers. With Google now removing this feature, you’ll have to rely on the official Google Voice app to access your received messages. You can use the email forward feature, though, if you don’t prefer the Voice app.
That’s going to change very soon, as the service will no longer let you forward your messages to your phone numbers. So far, Google Voice allowed you to forward your received messages to any of your linked numbers. You could add a phone number to your Google Voice account, and receive all your messages on that number.
How do I use Google Voice on my Android device?
If you haven’t yet, download the Google Voice app on your Android device. You can use the Google Voice app to send text messages to one or more phone numbers. If you send a text longer than 160 characters to a non-Google Voice number, it’s sent as multiple messages. Note: You can’t send texts to five- or six-digit “short code” numbers.
