The current Whiteboard app (that comes with Surface Hub) stores whiteboard data in the user’s One. Drive for Business storage. As such it’s subject to any tenant region storage controls. The Whiteboard Preview app that is available from the Store saved the app data in Azure linked to your tenant.

Whiteboard stores data at rest in Microsoft Azure’s United States or West Europe regions, depending on the region of the tenant. Additional regions are on our future roadmap.

When you start a collaboration session, Whiteboard creates a folder in your One. Drive for Business named Whiteboard App Data to store your shared whiteboards. After some collaboration sessions, this folder may continue to sync or process changes indefinitely.
