The only way to do it not anonymous is to add a filed in the Form about putting in name or organization and make this required to fill in.

I am Thuy, an Independent Advisor and Microsoft user like you. When you create a question which asks for file uploading, you could just be able to receive uploaded files from users within your organization, this means that file attachment feature currently doesn’t support anonymous users.

If you go to check the form settings > Who can fill out this form, you will find that there is no Record name option for the Anonymous link type(Anyone can respond), so it won’t record user name. Only other 2 sharing types have Record name option.
