Because based on my research, “ Offline ” appears when you are not signed into Teams. To check this, please kindly switch to another network to see if the problem still exists. Please make sure there are no Firewalls set against Teams.
Microsoft Teams now has an “Appear offline” status option. The option allows you to seem to be offline while you’re actively signed into Teams. The feature should be useful when trying to work privately. Microsoft Teams allows you to set your status to tell people if you’re available to chat with or to call.

After a fresh version of Teams was installed on the users machine, all the status problems disappeared, so if anyone else has the same problem – try uninstalling & re-installing the Teams app! Don’t forget the new Offline Presence status !
