The way that modern One. Drive works is different by default. If you go into the Settings, and look at the General Tab there is a checkcbox for the FIles on Demand feature. If that feature is enabled, which is the default, the files might NOT be on your computer. They may ONLY be in the cloud.
Does onedrive move files off my computer?
They will be in the new folder you created. Then you can do anything you want to the One. Drive app and it’s folder/files on your PC. If you are still synced and delete anything on your PC, it will delete on cloud storage. You will still have what you downloaded.

This begs the inquiry “How do I stop OneDrive from deleting files from my PC?”
This is what my research found. The whole idea of One. Drive is to mirror the One. Drive folder on your PC with the One. Drive allocation in the Microsoft cloud so that anything you do on one is replicated on the other, including deletions. The only way to stop that is to unlink your PC from your One. Drive cloud in Settings> Accounts.
This of course begs the question “How can I move files from OneDrive to this PC drive?”
The favorite answer was Unlink the PC first. Follow “Gary’s” directions in Post 4. Move vs Copy, if you prefer. This will empty the folders under Onedrive. Sorry, I probably didn’t need to show you the ‘Manage backup’ options.
