If you live in a region where Shopify is required to charge taxes on any of your account charges, these charges appear in your Shopify invoice. If your store is located in Singapore, then starting December 2019, you’ll be charged Goods and Services Tax (GST) on your Shopify fees. This charge will be reflected on your monthly Shopify bills.

As you have Shopify Payments turned on, there are no additional Pay, and pal fees. Your customer buys a $100 AUD product & uses Pay. Pal, but instead of logging into their Pay. Pal account, they enter their AMEX card into Pay, and pal directly. Therefore, your fee for this sale is $3.22 AUD.
As Shopify Payments is turned off, Pay. Pal is now considered an Alternative Payment Method & therefore Shopify charges you 1%. You sign up for e. Way as an Alternative Payment Method. Your customer buys a $100 AUD product & pays for it via your e. Way payment method.
Are Shopify subscriptions exempt from VAT?
However, your Shopify bills may be exempt from VAT if you provide a 10-digit Tax Identification Number (Vergi Numarasi). Adding your Tax Identification Number to your Shopify store is necessary to qualify for VAT exemption on your Shopify subscription.
