Skype users can search for and start a chat with a Teams user by using their email address. The Teams user is notified that they have a new message from a Skype user, and has to first accept the message before they can reply to it. If the Teams user selects Accept, the conversation is accepted, and both users can chat and call each other.
First, navigate to Org-wide settings. Then select External access. Make sure to enable these two options: Users can communicate with other Skype for Business and Teams users. Users can communicate with Skype users. Save the changes. The connection between Teams and Skype has been approved.
As of November 2020, there is no way to join a Microsoft Teams meeting direct from consumer Skype. While the name suggests consumer Skype, the Skype Meetings app is only applicable to Skype for Business.
